near the on-ramp to eastbound 24 but say a detour has been put in place. this is the third significant gas leak reported in the last 24 hours in the bay area. yesterday morning crews dealt with a gas leak on the cal state east bay campus in hayward and last night a small leak forced the closure of el camino real in millbrae for two hours. >> bulldozers head out to the san bruno neighborhood devastated by natural gas and fire. the goal is remove demolished homes. >> the cleanup crews will come in at 8:00 this morning to clear out this debris. they're expected to be here the next four to six weeks. the first job to remove close to two dozen charred cars so they can get all the heavy machinery in. then crews will remove the dedegree from the hot zone area.

the cost of cleanup for home site is about 30 to $40,000. for victims who have lost everything, there's a lot of questions as the bills pile up. >> as far as insurance, thinking about rebuilding. and there's still the mortgage issue. we have to pay that still. so are we really stuck here or what's going to happen with that? >> what we all went through it just -- i don't know. i don't know when that healing process starts to begin. so, like i said, we're still numb. >> as the cleanup continues, water trucks will continue to water down the ash to reduce any toxic levels. the san mateo health department has brought in air monitors to make sure the area is safer crews and residents living here. last night there was a last-minute meeting called to discuss homeowners rights. attorneys and contractors were available to speak with residents. back here now live in san bruno. i mentioned that state senator

leland ye has a bill that would prevent these victims from property taxes and income loss on taxes. it was two weeks ago today this gas line exploded and caused that massive fire damaging more than 30 homes. actually destroyed more than 30 homes. damaging 19 others and killing seven people. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> officials from pg&e will appear before the california public utilities commission in san francisco this morning. the puc is expected to vote today on a resolution that would order pg&e to pay for the entire investigation into the september 9th san bruno blast and to establish a blue ribbon panel to study the disaster. pg&e has already agreed to pay and says the money will come from shareholder profits, not rate hikes. a peninsula congresswoman is calling on pg&e meanwhile to not ignore east palo alto. city officials are angry because the utility didn't give them a heads up that one of the top 100 highest risk pipelines is in

their city like it did with some other cities in the list. city leaders say the representative pg&e went to meet with them yesterday did not answer any questions. the congresswoman is requesting a meeting between east palo alto and the utility. >> we are also continuing to follow developing news in oakland where police are investigating a shoot-out that injured at least two people outside a nightclub. it happened around 2:00 this morning outside a club called caribbean city on the 1400 block of webster street. we're told two people went to the hospital but it is unclear at this point how serious their injuries are. bullets hit at least two cars and a nearby building. investigators say the whole thing may have started as a fight or robbery outside the club and escalated to a shoot-out. one of the victims may have been caught in the crossfire. no one has been arrested and we'll continue to bring you updates on this story as they become available. >> the corruption investigation that's led to the arrest of eight public servants in the southern california city of

belle. a new report says 20 city managers in california make more than $300,000 a year in pay and benefits. many of those here in the bay area. the survey done by state is assembly committee found san ramon city managers topped the list with $354,000 total compensation. vallejo city manager gets $351,000 and berkeley's gets $331,000. santa clara city manager took a pay cut this year but still earns $299,000. the state calls for elected and appointed officials' salaries to be online. >> adding a new fee to soda and other sugary drinks is apparently dead. mayor newsom abandoning the plan which would have leveed an extra fee on events and big box stores but not at restaurants. newsom is running for lieutenant governor and his opponent has

banned him as the chief of the food police. the mayor is dropping the plan because he found a better way to encourage healthier drinks. he said an announcement on that would come soon. >> a three-elevator tramway between the coliseum and airport has moved astep closer to reality. the commission voted unanimously to approve $20 million for the project but the sum represents only a small part of the project, $880 in total cost. it would replace the current bus shuttle. work could begin in six months and take about four years to complete. >> 6:06 our time now. the first day of fall and first day of a warm-up. >> indian summer. >> it's going to be warmer, no doubt but cooler this morning. what we're dealing with as far as temperatures. you'll notice when they pop up, quite a few of us in the 40s, especially the north bay valleys and also around menlo park and

continue talking in santa monica to talk about a spending plan to close the state's $19 billion budget deficit. negotiations held in southern california because governor schwarzenegger who's recovering from a cold lives nearby. california has been without a budget now for 86 days. that's a new state record. >> we're learning how much alameda county prosecutors spent on the bart police shooting trial. the contra costa times reports the total bill for the d.a. totals $144,000. the trial for johannes mehserle was moved to los angeles. prosecutors spent $25,000 on airfare, $55,000 lodging and another $17,000 in other hotel costs. mehserle was convicted of involuntary manslaughter in the shooting death of unarmed passenger oscar grant. the first in-depth interview with a berkeley woman freed from an iranian prison will air today on oprah. sarah shourd was released last

important preventing death as previously thought. it looked at women in norway. the cancer death rate dropped only 10% after routine mammograms were introduced. they found scientists say advances in breast cancer awareness and treatment have played more of a role in reducing the death rate. the american cancer society says it still recommends mammograms. >> the former fda official who led the drive to approve lasix eye surgery now calls it dangerous. drive thru morris waxler says half the patients who have the procedure end up with side effects including blurred vision. a thin flap of the outer cornea is lifted out of the way. a laser then flattens the inner cornea. the cornea can develop scar tissue that causes vision problems until some patients need glasses again. >> i think people don't understand this is not like getting your nails done, getting a curl in your hair. >> my vision fluctuates very frequently and i have to have new glasses constantly.

donation tomorrow on the oprah winfrey show. the school district has the poorest graduation rates in the entire nation. the founder said to be close to the city's mayor about to take over control of the school district. the bay area-based network says the problem was with the third-party net working provider which prevented thousands of users from logging on to the site last night. officials say the issue has been fixed. >> a publicity stunt gone wrong. netflix has egg all over its face. it apparently paid extras to pose and give interviews at the press at an event celebrating their expansion to canada. the company asked for actors to play specific roles including mothers, film buffs, even couch potatoes. they had the outside media do interviews about the netflixes in canada.

these fire victims that would exempt them from paying property taxes and allow them to deduct income lost from this disaster. the bills are piling up for victims of this disaster. just to clean up each of these sites, 30 to $40,000. several lawsuits have been filed against pg&e. i'm jenelle wang, abc 7 news. >> jenelle, thank you very much. 6:34 now. san leandro police are looking for a man impersonating a police officer. a woman who was walking on east 14th street when a man driving a black s.u.v. stopped, jumped out wearing what investigators called a tactical uniform and told her to freeze. the man handcuffed the woman and took $200 from here while pretending to do an i.d. search. police tell the public if it doesn't feel right, look for identifying information on the officer's uniform. the former sha cheerleading squad is under arrest. she embezzled almost $20,000

from the team. investigators say she collected money from members to pay for cheerleading camp, uniforms and other expenses but prosecutors say she used the cash for personal items including clothing, rent and even a trip to vegas. >> jaycee dugard and her two daughters may be spared from having to relive their ordeal in open court next month. nancy's attorney said she and her husband phillip had been indicted by a grand jury. no one would confirm or deny the reported indictment. it would eliminate a hearing which would have likely required dugard's testimony. the garridos are accused of kidnapping dugard from south lake tahoe in 1991 and holding her captive for 18 years. both have pleaded not guilty. >> the chp is revealing its pursuit policy in the wake of two deadly crashes in downtown san jose. in a july crash, a 15-year-old

girl was killed as they sped away and broadsided the car she was in. two raced from chp officers and flipped on its side. chp policy says they may pursue any vehicle that will doesn't stop that's ordered to. >> just minutes from now president obama will address the annual u.n. general assembly. he's expected to focus on prospect for peace in the middle east and expected to fight terrorism. during a welcoming gathering, mr. obama told the u.n. global conference on poverty. they will no longer throw money to poorer companies. they will use diplomacy to help the neighbors prosper. they will help developing countries to take more responsible for their future. >> a new poll in california shows meg whitman and jerry brown still in a tie in the governor's race despite whitman spending $115 million of her own

loan as well to finance their reorganization. blockbuster says stores will remain open for business. wall street opens for business here this morning. stocks lower here today. off the lows but did see jobless claims. they came in higher than expected. that was a disappointment. we have a report on excising home sales. that will be out the top of the hour and could help worker stocks, too. that number expected to come close to the lowest level on record. your bloomberg valley index, actually following the bottom markets lower. bark -- back to housing rates. chase has a 30-year fixed at under 4.2%. we haven't seen a rate like that for decades. if you want to refinance or purchase, today could be a good day to lock that in. a new report from economic and policy research which says homeownership may not be the smartest option. building a house which would allow homeowners and the

here's frances with a look at the bay bridge. >> hi, mike. that's where we have the biggest backup right now, the toll plaza. slow from the 880 overcrossing to the metering lights. normal delay. no major problems unlike yesterday. let's check out the other side of the bay, 101 in millbrae for you. traffic is flowing well. it's been nice on 101. delay-free along the entire stretch of 101 along the peninsula. check out the san mateo bridge westbound. still fine. 14 minutes, the drive time from 880 to 101. heading to the north bay now. we'll check out the golden gate bridge for you. and no delays out of san rafael, out of novato. even as far north as santa rosa. in the south bay, the 101 and 880 interchange still looking good. northbound is a little slow before you get here. just lightly under the speed limit.

can be brought in. crews will remove the debris from the hot zone area. 35 homes slated to be cleared but could be more later. the cost of cleanup per home site is about 30 to $40,000. water trucks will continue to be here to water down the ash to reduce any toxic levels. i spoke with the san mateo health department just about 45 minutes ago. they brought in air monitors and he says the air is clean and safe for residents who are still living nearby and for crews who will be working here. a state senator, leland ye, who represents this area has actually proposed a bill that would exempt these victims from paying property taxes. it would allow them to deduct income lost on their taxes. it was exactly two weeks ago today this pg&e pipeline exploded and caused this massive fire damaging, actually destroying 30 homes and damaging nearly 20 others and killing seven people. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> 6:55. >> checking out the top stories
